
A planning proposal for the Living Choice Retirement Village in Glenhaven remains on public exhibition, with residents able to provide feedback until 23 June 2026.
The proposal relates to land at 9 Old Glenhaven Road and 5 Holland Road and seeks to allow the expansion and completion of the retirement village.
The development concept includes 50 seniors housing units and two rural lots of about two hectares each on the edge of the site. To enable this, Council is proposing an amendment to The Hills Local Environmental Plan 2019 to permit seniors housing on part of the land.
A draft amendment to The Hills Development Control Plan 2012 is also on exhibition. The proposed controls would guide future development on the site, including landscaping, building setbacks, open space, parking, solar access and bushfire protection.
In addition, a draft Voluntary Planning Agreement (VPA) has been placed on exhibition. Under the proposed agreement, the developer would contribute $9,000 for each seniors housing dwelling, generating about $450,000 for local infrastructure projects.
The planning proposal received a Gateway Determination from the NSW Government in July 2025, allowing it to proceed through the planning process.
