After years of meticulous planning and a year of dedicated construction, the revitalization of Windsor Town Centre is officially complete! This marks a significant achievement in the Hawkesbury’s ongoing commitment to enhancing its town centers.
The final phase of the Windsor Liveability Project, the much-anticipated Windsor Mall, reached completion on June 30, 2025. This stunning transformation has delivered a vibrant, accessible, and inviting space that not only welcomes residents, visitors, and businesses but also beautifully celebrates Windsor’s rich historical legacy.
Funded through the Western Sydney City Deal, the project has brought new life to Windsor with:
- Feature paving and upgraded pedestrian pathways
- Stylish street furniture and landscaped garden beds
- Enhanced safety and accessibility features
- Installation of Engraved Name Pavers, purchased by 500 community members in 2021

To celebrate this exciting achievement, Hawkesbury City Council will host an official opening event on Sunday, 10 August from 9am in Windsor Town Centre. More details will be shared soon – stay tuned!
The Windsor Liveability Project is part of the Western Parkland City Liveability Program, a key commitment of the Western Sydney City Deal. This program empowers councils to deliver infrastructure that enhances both the built and natural environments, fostering economic growth and social wellbeing.
In 2018, the program committed $18.75 million to town centre upgrades in Richmond, South Windsor, and Windsor. Additional funding of $1.24 million was secured through the NSW Government’s Greening Our Cities grant, in partnership with Local Government Association NSW, to plant mature trees in each town centre to create green boulevards, helping to combat urban heat and improve environmental amenity.
This project is funded under the Western Parkland City Liveability Program which is part of the Western Sydney City Deal. The Western Sydney City Deal is a partnership between the Australian Government, NSW Government and eight councils of the Western Parkland City.
This collaborative effort has delivered a renewed Windsor Town Centre that reflects the pride, heritage, and aspirations of the Hawkesbury community.
